Although the image is NOT animated, most people will see the circles rotating, especially as they move their eyes around.

The image is a variation of the famous "Rotating Snakes" illusion, created by Akiyoshi Kitaoka, Professor of Psychology at Ritsumeikan University, Kyoto, Japan.
